Living Labs - Work Package 3 Parts 1-3 - Containers for wild food preprocessing, work packages 1-4

The Kemi-Torniolaakson koulutuskuntayhtymä Lappia/Municipal Education and Training Consortium Lappia is implementing the project: Investments - Sustainable growth from local raw materials funded by the Regional Council of Lapland (project code J11053). The Regional Council of Lapland has approved the project for funding and granted support for the implementation of the project from the Just Transition Fund (JTF) under the Act on the Financing of Regional Development and European Union Regional and Structural Policy Projects (757/2021). In accordance with the project plan, the target of the procurement is preprocessing container purchases and equipment, the estimated total value after detailed cost estimate including energy solutions of the procurement entity is 300,000€. The aim of the project is to implement mobile processing environments for preprocessing of local raw materials. The preprocessing environment for local raw materials is divided into work packages 1-4. In this phase, The Kemi-Torniolaakson koulutuskuntayhtymä Lappia/Municipal Education and Training Consortium Lappia and Lappia Vocational College will request your offer for the Work Package 3, Part 1 Dryer trailer, Part 2 Freezer trailer and Part 3 Enegy solutions (solar energy) for both trailers. Dryer trailer and freezer trailer (small food apartments/containers transported on a trailer). The estimated value of the work package, after the cost estimate has been refined, is €50,000 for the trailers and €15,000-€25,000 for energy solutions. This call for tenders is for the dryer trailer, freezer trailer and innovative energy solutions (solar energy) to be installed on the trailers according to work package 3. Tendering period until 28th of April 2025 at 2 pm (local time). Work package 3. Part 1. The drying trailer is used to dry natural products (plants, berries, and mushrooms) using the convection drying method inside the unit. The drying trailer is a small office container or similar solution mounted on a trailer. The drying process involves blowing air heated by heating elements through grates, causing moisture evaporated from the product to be transferred and directed through the container's ventilation system. The temperature can be adjusted continuously with a thermostat, and a timer can be utilized. The drying trailer will be transported for project and development purposes across various parts of Lapland, for example, to conduct workshops and pilot projects at different locations. The estimated total value of the drying trailer is approximately €30,000. Work package 3. Part 2. The freezer trailer is used for freezing and cold storage of local raw materials. The freezer trailer is a temperature-controlled container mounted on a trailer. The freezer trailer will be transported for project and development purposes across various parts of Lapland, for example, to conduct workshops and pilot projects at different locations. The estimated total value of the freezer trailer entity is approximately €20,000. Work package 3. Part 3. The energy or additional energy source for units transported by trailer is solar energy. The primary energy solution for the drying trailer is solar energy charged from solar panels to batteries, supplemented by a generator. The primary energy solution for the freezer trailer is solar energy charged from solar panels to batteries, supplemented by a generator, and for longer-term storage use, also mains electricity. The estimated total value of the energy solution is approximately €15,000 - €25,000. The procurement will be made based on the principle of priority, and the most optimal energy solution that meets the buyer's needs will be selected as the winner of part 3 of the tender. The offer must include the delivery of the energy solution to the trailer unit suppliers and the installation of the energy solution. Work Package 3 is in accordance with the approved Living Labs project plan, and the procurement unit held a market dialogue event on March 11, 2025. The procurement of Work Package 3 Parts 1-3 will be made based on the principle of priority, and the best solution that meets the buyer's needs will be selected as the winner of part 2 of the tender. The offer must include the transportation of the trailer unit to Muonio (DAP Koulutie 8, 99300 Muonio) by 27th of June 2025. The transport of trailer entities (incl. transport insurances) DAP Koulutie 8, 99300 Muonio must be included in the offer. Previous tender competitions: Work package 1. Dryer container (with freezer and infrared dryer) for wild food preprocessing by drying of natural products. The processes demand that working inside the container is possible. The estimated value of the work package is 95.000€. Tendering period until 28th of March 2025 at 2 pm. Work package 2. Part 1. Container for preprocessing wild food (berry separator) including Part 2. Berry separator machine for preprocessing (for separating frozen sea buckthorn berries from the branches by shaking as well as other suitable frozen wild berries). Working inside the container must be possible. The estimated value of the work package is 41.000€-55.000€. Tendering period 7.1.-29.1.2025, procurement decision implemented. Upcoming tender competition: Work package 4. Preprocessing container with express freezer (shock freezer). The estimated value of the work package 4 is 65.000 €.
