RFI: Commercial Consulting Services

We at Gasgrid Vetyverkot Oy (Hydrogen Networks Ltd) as the Contracting Authority are the Finnish gas TSO and network operator responsible for gas transmission. Our task is to provide Finnish industry and companies with safe, reliable and cost-effective gas transmission. We safeguard Finland's security of supply and energy independence. ​​ Mandated by the Finnish government, we are building a national, cross-border hydrogen infrastructure. Our goal is to connect a large percentage of Finland’s industrial customers to this infrastructure by 2030.​​​ To support our strategy and to reach our goal, we are currently seeking for partners to provide us with commercial services such as (but not limited to these): • Business model development and analysis • System modelling • Economic value modelling • Financial model development and financial analysis (new or existing model) • Regulatory and legal review on gas transmission and gas market • Insurance and risk analysis • Tax analysis At this stage, we are particularly interested in dialogues with key market players to develop the contract scoping and tendering procedure to start on 09/2025. Please, see more info on the scope in Annex 1 (Scope Description). We kindly ask you to review this Request for Information and its annexes carefully. In case your interest arouses for following joint-development and cooperation with the Contracting Authority, please complete the Annex 2 (Supplier Basic Data and Reference Info) with the requested data and return it with your reference descriptions and any supporting materials latest by 11.08.2025 at 16:00 o'clock (Finnish time, UTC+3). The Contracting Authority will review the information submitted (aka applications) by the end of August and invite 5-10 suppliers to market dialogues starting on late August / early September 2025. The market dialogues aim to improve the understanding of the needs of the Contracting Authority and the capabilities and capacities of the suppliers. However, please note that the participation in the market dialogues will neither in any way affect participation in the actual tendering procedures nor any selection of suppliers in those. ​For the sake of clarity, the Contracting Authority will not reimburse the supplier for any costs that may incur as a result of this RFI. Also, this RFI does not obligate the Contracting Authority to put the actual services out to competitive tendering.
